Thermal Capacitance

It models a thermal capacitance.  It can be used in order to take
into account the thermal behavior of the pipes or of the boiler.

C*Dtex/Dtau = m*cp*(tsu-tex)

If the value of C is 0, tex = tsu

INPUTS:		1 water supply temperature
		2 water mass flow rate

PARAMETERS:	1 thermal capacitance
		2 cp

OUTPUTS:	1 exhaust temperature
		2 water mass flow rate
