cooling tower

Dear trnsys users,
I would like to use a cooling tower and reduce the fan
speed if the water which comes out is cool enough.
This is to save energy from the fan.
What is the best way to get a proportional energy need
depending on the outlet tempereature. (Outlet
temperature should not be deeper than 170C)

If somebody has an answer it would make me very happy.
