When I started working with TRNSYS15 and CVF6.6 I had the same problem, the
problem was that we work with a central computer system, so we don`t have
all the windows files in my PC, we installed TRNSYS15 in the portatil pc
and it worked perfect, in my case the problem was that trnlib.dll calls to
other WINDOWS dll files, so it needs in the SYSTEM windows directory some
*.dll, in my case  this files was glu32.dll and opengl32.dll, the solution
was copy this files from other computer to this directory.

Probably your problem could be similar.
