Optimizing controller !?

Dear TRNSYS experts and users,

I would appreciate very much anyone's help
concerning the matter of the economic
optimization (energy consumption cost) of the
operation of an HVAC system composed of: a
variable speed cooling tower, a variable speed
cooling water pump, a water cooled chiller, a
constant (or two) speed chilled water pump and
two 3way valves (mixing for the cooling circuit
and diverting for the consumer's circuit).
