Static Boiler

	This is the boiler used in the simulation of the heating system of a
residential building (La Chaumiere).  The boiler model is a steady state model.
Losses are functions of the operation conditions.  Two heat exchanges are 
considered: the flue gas to water heat transfer and environmental heat losses.
