Discusses the follow-up examinations and comparisons which indicate that measurements of energy consumption of individual dwellings and consequent separate invoicing had no influence on consumption levels relative to a period when individual invoicing was not employed. Energy consumption for heating in the latter period was found to increase by around 1% and the use of hot water by 6%.
