Problem in Using Water-cooled Chiller

Dear Jeff and friends,

I am using the water-cooled chiller in my chilled water system and I expect
the flow rate of the cooling water pump would be varied according to the
heat dissipation rate from the chiller. However if I set a link of flow
rate from the pump to chiller, the chiller gives zero power output (failed
to work?!). Do you any idea to handle this?
