It means that in its first year of operation, the system will not save you more money than its purchase, installation, parasitic and maintenance cost. Hopefully, however, your system will last more than one year and so probably in a subsequent year, the fuel cost savings will begin to outweigh the installation costs. Normally, life cycle savings investigations are performed over a 15 to 20 year period.
