These values are commonly available for locations in the U.S. - but I'm not sure about other locations in the world. There are, however, some simple ways to calculate these three values,

Tmean is the average long-term annual air temperature.

Tamp is the temperature difference between the peak surface temperature (or minimum surface temperature) and Tmean. This value is probably the hardest to "estimate" without having data.

Tshift is usually around one month after the historically coldest day of the year
